Providing legal advice, by law, is not permitted unless the notary public is also an attorney. A notary public serves as an impartial party. 

A notary public’s denial to complete a notarization include, but are not limited to; lack of valid ID or unverifiable ID, signer(s) not being present, expected coercion or lack of capacity, language barrier, unwillingness to take oath/affirmation, required information missing from document(s), or refusal to pay.
